Deluge is controllable by gui, web, and console.

rtorrent on a headless server to serve Debian and Ubuntu ISOs, works quite well and can saturate my network link. Dependencies and memory usage are minimal.

I was looking for a torrent client for ubuntu server a few weeks ago.I didn't found anything interesting but µTorrent server.It runs a web interface which can be accessible from serveraddress:8000/gui.
Here is a screenshot of the web interface:

Configuration manual is included in the downloaded package (You wont install it.Only configure it and run the executable when you want to use it.).Be aware that this is a alpha version and it may have some problems.They say this version is only for 32bit linux but I used it on my 64bit server and I didn't experienced any problems.
Another option is rtorrent, a CLI application.It's not user-friendly and I had problems with different torrent files.You can install it from repositories:

There are some torrent clients that you can run on a headless server. I dunno if you can control them via console, but the following clients are controllable via web interface:
Torrentflux is available in the Ubuntu repositories, but I think in a quite outdated version now.
Deluge can be obtained from the getdeb repositories. It also has a GUI client software that you could run from your desktop and connect to the 'headless client' running on your server to control it.

Downloading files via the peer-to-peer BitTorrent protocol doesn't have to be the sole realm of graphical user interface programs with excess system resource overhead. If you want to minimize your overhead, or perhaps use the terminal to visually hide the programs you are running, you can install command line tools to do the downing of BitTorrent files for you. Here's how!
Transmission
Transmission is a free and open source software (FOSS) that manages, creates, edits, and downloads BitTorrent files. Transmission uses the command line to manipulate .torrent files but you can optionally install a graphic front end to run the same commands if the terminal is not your thing.
Getting Transmission
Because Transmission is FOSS (free and open-source software) you can get it directly from the maintainers website or if you've read our Brew package manager install guide, you can issue the install command below. https://heavenlybestof423.weebly.com/blog/denver-co-auto-tune-up.
Using Transmission
Once you've downloaded a torrent file, place it into any directory you want. You just need to recall that directory when issuing a new downloaded command.
For example, let's say we put our .torrent file in the Downloads folder.
Transmission will automatically start downloading .torrent files in the directory you tell it to. So in my example, my .torrent file is in Downloads.
You'll start the transmission service in the foreground, meaning you can watch the program run in the terminal and no other command can be issued in that terminal window. I like doing this so I can monitor in real time what the .torrent download is doing. You can optionally omit the --foreground command and have everything run hidden in the background so no one is the wiser!
The download will complete in the same directory as the .torrent file.
More options
There are a ton of other options you can look at by issuing the man transmission-daemon command in the terminal to read the documentation. On top of that, there are other commands that the install of Transmission provide such as transmission-create to create .torrent files, transmission-show to view .torrent properties, and transmission-edit to edit .torrent files.
